"Cheap" Airphil Express Fare to Batanes, Flight Schedule

Tried online booking with Airphil Express flight to Batanes to find out how much is the ticket price of the supposedly newest budget airline to operate the Manila to Basco, Batanes route. Here is the airfare cost of a trial booking:

Now there are at least two competitors to Seair's once monopoly of the Manila-Batanes route, but here's one that serves cheaper "connecting flight" either Laoag to Batanes (Ilocos Norte) in the west and Tuguegarao to batanes (Cagayan) in the east.

AirAsia Japan: Cheap Flights to Tokyo via Narita Airport

This is a bit of good news as Tutubi has long been wanting to visit the Land of the Rising Sun all his life:
AirAsia Japan is a new Tokyo-based joint venture low-cost venture of Japan’s All Nippon Airways and Southeast Asia’s largest budget carrier AirAsia
AirAsia Japan, the first low-cost carrier out of Tokyo's Narita International Airport, will begin offering and flying domestic and international flights in August 2012. Ticket prices reported hald of regular fares of commercial airlines.
If AirAsia X's flight from KL to Paris may probably be Tutubi's gateway to his future backpacking Europe tour, AirAsia Japan may be his cheap ticket to Tokyo, Japan.
Tutubi's actually eyeing a flight to Osaka via Cebu Pacific, take the shinkansen to Mt. Koya, the old capital city Kyoto then Tokyo, then a flight back to Manila.
But it's just a plan...and Tutubi's planned travels rarely materialize unlike the unplanned ones. :P

No Bad Experience with ZestAir Flight So Far

Tutubi took a ZestAir Flight to Puerto Princesa from Manila and got a rather usual experience of a ZestAir flight unlike some reports of delayed flights nor pretty flight attendants.
Why does Tutubi like ZestAir so far?
The ZestAir Airbus a319/a320 at the Puerto Princesa Airport
ZestAir is using the old Manila Domestic Airport Terminal (sometimes called NAIA Terminal 4) which is very accessible to public transportation and metered taxis. Just a short walk out of the airport terminal you can ride jeepneys going to Baclaran to ride the LRT or you can ride buses to take you to EDSA. Metered taxis are plentiful while the nearby parking area is not always full unlike the overnight parking at NAIA terminal 3.
ZestAir offers lower fare prices than Cebu Pacific on regular schedules. Tutubi tried to do mock flight bookings against Philippine Airlines and Cebu Pacific for this one.
Legroom, important for tall people, is a few inches longer for ZestAir against Cebu Pacific. This is mainly due to the seat configuration of ZestAir with less passengers for each aricraft. ZestAir vs PAL on legroom, PAL wins here by a few inches but comes at a higher price. (tip: if you're a tall person, try requesting an exit row seat upon check-in to enjoy ample legroom. Occupying an exit row seat has a responsibility to open the emergency exits just in case you need to)
Tutubi's error that he initially thought ZestAir flight fares will rise on the days nearing the flight date, but it actually got lower near his trip to Puerto Princesa, not sure though if it was influenced by the offering of a Cebu Pacific promo when he booked a flight for a friend who joined him in Palawan.
ZestAir flights to Puerto Princesa have better schedules to fit Tutubi's itinerary much lower cost than Cebu Pacific that saved him half-day of his time to wander.
You can book your ZestAir flights online using not just your credit card (Visa, mastercard) but even your BancNet ATM card. You can also do this with Philippine Airlines and Cebu Pacific but not yet with SEAIR and Airphil Express.
ZestAir was on time, Tutubi didn't get a rumored bad service or Zest delayed flight experience. But it's only a round-trip flight and not much flying time with the rejuvenated airline owned by the same owner of Zest-O juice drink.
ZestAir flight re-booking fee is around PhP600.00. You need to visit the nearest ZestAir booking office nearest you to do this. Try calling ZestAir hotline number for details and inquiries.
Tutubi's wish for ZestAir? Resurrect ZestAir flights to Batanes to give SEAIR a run for its money and drive flight fares down.

Small Planes of SEAIR: Canceled Flights During Bad Weather/Typhoons
For the information of jetsetters and what Tutubi observed in his years of travel, the small planes of SEAIR and the turboprop airplanes of Cebu Pacific servicing the Manila to Caticlan route are always the first flights to be cancelled whenever a weather disturbance occurs to spoil vacationers' trips.
At the height of typhoon Frank sometime ago when Tutubi was in Cebu, he noticed the first flight cancellations were those from SEAIR when it was announced from Mactan-Cebu International Airport's public address system.
A few minutes later cancellations of Cebu Pacific flights were announced with their flights using single-aisle Airbus A319/A320.
Tutubi's flight from Cebu to Manila, using double aisle larger Boeing aircraft of Philippine Airlines (PAL), only suffered an hour flight delay due to the wait of a lull in Frank's fury. He got back to Manila with the howling winds of Frank trailing him.
PAL uses the large airplanes for it's Manila to Cebu and Manila to Davao routes and vice-versa but not for other destinations due to economies of scale. Smaller aircraft are used for less traffic routes.
From an Inquirer, the Seair canceled flights are 401 and 402 bound for Rodriguez, northern Palawan; and 313, 314 and 463, 464 going to/from Tablas Island and El Nido, Palawan.
Tutubi was able take SEAIR round-trip flights to Busuanga to explore Coron a few years ago. There he can sense with his stomach when the plane suddenly lose altitude due to an downdraft/air pocket and when it's banking. Seair flights though fly at lower altitudes, against the usual 33000 feet of jetliners, affording you clearer views of the ground (or sea) below if you also like flying window side like Tutubi.
The canceled flights of Cebu Pacific: 5J 891, 5J 893, 5J 909, 5J 915, 5J 919, 5J 895, 5J 896, and 5J 913. All of these cancelled flights ply the Manila to Caticlan route using turborprop since Caticlan Airport cannot handle large jets but mostly propeller planes that Cebu Pacific uses to service airports with short runways.
Airphil Express canceled flights 2P 039 Manila to Naga City (and the return flight 2P 040) and also flight 2P 045 bound for Caticlan (and the return flight 2P 046) again using small aircraft to the Boracay gateway airport.
Flight cancelations during bad weather are done for the safety of passengers. In the end, it's better to miss a flight, be delayed rather than risk your life and limb just to travel.

Cebu Pacific Dancing Flight Attendants Video is Just a Demo

A Cebu Pacific Airlines dancing flight attendants video was posted on YouTube recently and already viewed a couple millions of times and now probably an Internet sensation? The short video clip features flight crew dancing to Lady Gaga's dance hit.

In a country where flight stewardesses are still looked at as "eye candies" instead of professional flight attendants, do you think it's amusing or a distraction to the soporific demonstration of flight safety features and emergency procedures? Philippine Airlines' Mabuhay Miles Rewards is No Longer Rewarding

Have you taken Philippine Airlines recently and looked at your Mabuhay Miles earned? Tutubi did took PAL on his recent trip to Cebu but only updated his Mabuhay Miles account to reflect the trip's earned miles and this is what he discovered.
In June 2008, more than 2 years ago, Tutubi took the Manila - Cebu - Manila via PAL earned him 349 miles earned for each way. His recent Manila - Cebu - Manila only earned him 87 miles i.e. one fourth of the 349 miles for the same trip two years ago.
There are missing flights here, one's the Manila - KL (malaysia) flight he took in 2004, "sayang" but he forgot to claim and redeem his miles back then, plus his first airplane ride in 2002
PAL must really be in hard times, Tutubi used to think PAL means Plane Always Late, replaced by Pilots Already Left then the most recent notice of strike of flight attendants that can ground PAL's operations to a halt, sending another very bad signal to the international tourism and business community.
Anyway, Tutubi's just monitoring his Mabuhay Miles earned but does not have the intention to redeem them due to the simple fact that buying promo tickets is way much cheaper than paying taxes in redeeming free flights. He wanted to get the Mabuhay Miles card just so he can use the Mabuhay lounge at NAIA Terminal 2 (The Centennial Terminal used exclusively by PAL. There's also free wifi Internet at NAIA Terminal 2 that he doesn't need due to his preference for Sun Broadband and/or Globe Tattoo)
Tutubi has some expiring miles, but not enought to merit the attention of people buying airline miles in exchange for cash.

Seair Promo Fare to Batanes Round-Trip Tickets "Buy 1, Take 1"

One of the things Tutubi hopes to see someday is a dramatic decrease in round-trip ticket prices of Manila to Batanes route that he intends to take someday.
As some sort of answer to his wish, Seair will offer cheap flights to Batanes with their "buy 1, take 1" promo of Manila to Batanes flight tickets.
The cheap tickets to Batanes will be available on September 4 to 6, 2009 during the 20th Philippine Travel Mart (PTM) at SM Megamall Megatrade Hall for a PhP 14,344.00 all in. Travel and ticket validity period for the Batanes airfare promo is until October 15, 2009. (Note by Philippine standards, the fare to Batanes is really not affordable due to economies of scale but once traffic to the idyllic destination expands, lower fares will follow)
Manila to Basco, Batanes direct flights will be offered daily starting October 15, 2009.
SEAIR offers other flights from Manila to El Nido (Palawan), Puerto Princesa (Palawan), Tablas (Romblon), Clark (Pampanga), Zamboanga, Jolo (Sulu), and Tawi-tawi. Flights from Boracay to Puerto Princesa, and Cebu to Caticlan are also available.

Tutubi has never been to Batanes mainly due to scheduling woes and budget constraints particularly the still high price of airfare. He intends to visit the group of islands up north to fulfill his dream of visiting all of the Philippine provinces and major islands from Batanes to Tawi-tawi.

As some sort of answer to his wish, Seair will offer cheap flights to Batanes with their "buy 1, take 1" promo of Manila to Batanes flight tickets.
The cheap tickets to Batanes will be available on September 4 to 6, 2009 during the 20th Philippine Travel Mart (PTM) at SM Megamall Megatrade Hall for a PhP 14,344.00 all in. Travel and ticket validity period for the Batanes airfare promo is until October 15, 2009. (Note by Philippine standards, the fare to Batanes is really not affordable due to economies of scale but once traffic to the idyllic destination expands, lower fares will follow)
Manila to Basco, Batanes direct flights will be offered daily starting October 15, 2009.
SEAIR offers other flights from Manila to El Nido (Palawan), Puerto Princesa (Palawan), Tablas (Romblon), Clark (Pampanga), Zamboanga, Jolo (Sulu), and Tawi-tawi. Flights from Boracay to Puerto Princesa, and Cebu to Caticlan are also available.

Tutubi has never been to Batanes mainly due to scheduling woes and budget constraints particularly the still high price of airfare. He intends to visit the group of islands up north to fulfill his dream of visiting all of the Philippine provinces and major islands from Batanes to Tawi-tawi.

No Credit Card? Book Your Flights Online Using ATM Card

For people without a credit card, like Tutubi (and proud of it), who want to book flights and sometimes avail of low fare promos, you may now use your BancNet ATM card to book flights of Philippine Airlines.
How to book online? Just follow this simple procedure:
1. Log on to the official website of Philippine Airlines
2. Select your desired flight
3. Enter passenger details
4. Choose BancNet as mode of payment
5. Select your bank on the dropdown list
6. Enter your card number and ATM PIN
7. Print the confirmation email and e-ticket
No registration required but you may have to show the ATM card used in booking or at least a photocopy of the ATM card if it's not your own ATM card for security purposes.
Limitation: Online booking with ATM card limited to domestic flights only probably due to use of dollar currency in international flights (no forex conversion).
Note, according to Tutubi's sources, Cebu Pacific first signed up with BancNet to for the online payment facility but Philippine Airlines beat them to it by going live ahead of their fiercest rival.

Cebu Pacific Flights to Caticlan Diverted to Kalibo Airport

Bad news for those already booked on a Cebu Pacific flight to Caticlan to get to Boracay Island. You will find yourself landing on Kalibo Airport where you need to board a van/bus to get to Caticlan jetty port.
This flight diversion is due to the suspension of all flights to and from Caticlan airport after the Civil Aviation Authority of the Philippines (CAAP) designated it as a one-way airport.
With a one-way airport designation of Caticlan airport, take-off would always be towards the sea. It also resulted in a shortened the runway after the technical re-designation.
No latest update or news on resumption of direct flights to Caticlan. Please try to call Cebu Pacific Hotline at (02)702-0888/(032) 230-8888 or visit the website www.cebupacificair.com for more details and updates on their flights.

Asian Spirit is now ZestAir (Quite Old News Actually)

Last december, Tutubi received a box of goodies from his contacts from Philippine Business Bank that contained mostly juice products from Zest-O, but knowing that the same company is behing ZestAir jokingly looked for a free plane ticket to his choice destination (of course, his business contacts still don't know he's the blogger behind this travel blog)

Lately, some of Tutubi's friends asked him about ZestAir, the newest kid on the block of the booming airline industry, and simply told them it's Asian Spirit bought by the juice magnate Alfredo Yao, that's why it was renamed Zest Airways or ZestAir for short.

Cebu Pacific Excess Baggage Charges Express Counter and Games No More

Updates on Cebu Pacific information gathered by Tutubi during a flight in the last week of October to a destination somewhere in Eastern Visayas.
Cebu Pacific excess baggage charge for domestic destinations is now pegged at PhP100.00/kilogram over the free baggage allowance of 15 kilos for A319/A320 Airbus airplanes and 10 kilos for ATR turboprop planes like those servicing Caticlan route (free baggage allowance for check-in luggage used to be 20 kilograms. This is now the same thing with Philippine Airlines and Air Philippines). You may have to call Cebu Pacific hotline for information on excess baggage rates for international flights (for sure, it will be expensive).
Tutubi found this out at at Tacloban Airport; imagine the problem of a woman, amidst shrieks, curses and yells on the phone, who let the whole world know that she no longer has money to pay for the excess baggage-- she literally begged the staff at the check-in counter and other passengers with less than 15 kilograms to accommodate her just to avoid paying the extra fees.
Cebu Pacific Express Counter:
Used by Tutubi, available to those with no checked in baggage, is a separate counter for people checking in at the airport sans big luggages. There also is a discount of PhP200 on ticket booking; that's PhP400 off for round-trip ticket fare. You need to pay an additional PhP300 per flight should you book tickets with no baggage yet check-in with something at the counter (Tutubi warned you, so don't even think of booking one knowing fully well that you'll have a check-in luggage later)
The big advantage of no check-in baggage comes not only on waiting longer on the long long queue, but also you can head straight out of the airport after disembarking. Other passengers need to wait for their luggage at the baggage carousel and later harassed by porters at domestic airports. You will be ahead of the pack to flag a metered taxi immediately after exiting NAIA Terminal 3 (there's a taxi line of MGE and EMP at the far right of the exit gates and ordinary, usually kontrata taxis nearby).
Cebu Pacific Hand-Carry Baggage Allowed:
Limited now to just one bag and 7 kilos. Note the prescribed dimensions too but the 7 kilogram limit is not enforced strictly. Tutubi was able to get away with it during his return trip due to the addition of a plastic bag containing the usual pasalubong of delicacies (but that doesn't guarantee you can always get away with it). The one bag per passenger limit does not include bags for laptops and cameras (not sure about tripods here since he's too lazy to lug around one).
Flight Booking using ATM card:
For people without credit cards (like Tutubi...and proud of it) you can also pay for your booking using your BancNet ATM debit cards (e.g. Chinabank, Asia United Bank, Allied Bank et al). This is not yet available on their online booking website, you need to call Cebu Pacific booking office and ask for a reference number. You'll use the reference number to pay for your flight at BancNet Online website. Cebu Pacific also requires bringing the ATM card with you at the check in counter, or a photocopy of the card if it's not yours (similar to credit card payments) but this is not implemented strictly and might be used by miscreants for cheap airline ticket fraud.
Online booking Seat Selection:
Tutubi used online booking facility of 5J, does not recommend booking at their offices for it really takes tooooooo loooooooong just to book one. For seat selection, he booked himself a window-side seat to enjoy the view. The facility will show at the ticket fare cost as an additional PhP224.00 i.e. PhP112 one or PhP100 + VAT (12% value added tax)
To give you an idea of the Cebu Pacific round trip ticket fare to Tacloban City:
Base Fare: PhP4.00
Taxes and Fees:
VAT: 326.04
YQ: 2663.00
WAF: 50.00
NBAG: 400
SEAT: 224.00
TOTAL: PhP2,867.04
Notes:
Base fare is synonymous to the Go Fares or Go Lite Fares offered all year round; Tutubi just happened to book his flight during a promo period. YQ seems to be the main bulk of the fare, not sure of the exact meaning. any information on what's meant by WAF would be appreciated. NBAG is the no baggage discount while SEAT is payment for the use of the seat selection feature.
Ferry or Ro-ro fare to Leyte costs about PhP1,100.00 one way, just about P300.00 less than flying the budget carrier but takes about 12 hours plus an aching butt; still, Tutubi hopes to ride one just for fun and enjoy the view along the way in Bicol, Samar then Leyte via San Juanico Bridge.
Lastly, Tutubi's favorite part of Cebu Pacific flights, the in-flight games where he won on various occasions, are no longer offered. Probably to further cut on costs, reality for a budget carrier. :(

The AirPhil Delayed Flight Experience

There were only two instances when Tutubi flew via Air Philippines, the first one was the tragic Palawan trip, and the second, his recent flight to Ozamiz City, being the only carrier servicing the Manila to Ozamiz route.
Air Philippines, with carrier code 2P (Cebu Pacific has carrier code of 5J, Philippine Airlines uses PR), has daily flights to Ozamiz City, with codes 2P997 and PPS998 departing Manila at 10am, ETA Ozamiz at 11:30am. Return flights to Manila flies at 12nn and ETA at 1:30pm.
This schedule, Tutubi learned the hard way, is prone to delays and flight cancellations, like what he experienced. (A friend recommended to try flying to Cagayan de Oro but the bus going to Misamis Oriental will pass by trouble areas of Lanao del Norte particularly the towns of Kauswagan and Kolambugan going to Aurora, Zamboanga del Sur)
On September 11, an ominous date to fly, Tutubi arrived at NAIA Terminal 3 to catch his flight to Ozamiz City. It took just about an hour by taxi from Quezon City to the controversial airport terminal, his first time actually to see it. Since it was still early, he took his breakfast at Gonuts Donuts before proceeding to gate 131 for boarding.
After the usual safety instructions on boarding, the Boeing 737-300 plane taxied to the runway and already poised to fly when the captain announced there's technical problem with the airplane and thus had to return to the terminal where technicians checked the airplane if it's still airworthy.

Sadly, the technicians gave it a "red light" and requested all passengers to deplane and wait for a replacement plane, a plane from Puerto Princesa, so it means someone else's flight was cancelled/delayed that day to make up for the slack. It's better this way, safe, than an actual failure during take-off, flight and landing.
In fairness, Air Philippines served all their passengers lunch right at the terminal and at 1pm, boarded the new plane to Ozamiz City. The flight took about 90 minutes and touched down at Ozamiz Airport at 2:30pm. Tutubi breezed through arrival since he has no checked-in baggage, went to the toiltet, then looked for a waiting vehicle drove him straight to Aurora, Zamboanga del Sur, his actual destination, about 90 minutes travel time. (Don't worry, there were no MILF in Zamboanga del Sur, only MI, short for minyong igat!)
When Tutubi asked his companion if flights to Ozamiz are usually delayed, his companion replied that out of fifteen times to Ozamiz, 8 were delayed and two were canceled. It seems, this route, without competition, is not well taken care of by Air Philippines. That'll be until Cebu Pacific starts to compete in November this year.

Note: Cebu Pacific will start servicing the route starting November. PAL Express also offered Cebu to Ozamiz City flights a few weeks ago.

When Tutubi asked his companion if flights to Ozamiz are usually delayed, his companion replied that out of fifteen times to Ozamiz, 8 were delayed and two were canceled. It seems, this route, without competition, is not well taken care of by Air Philippines. That'll be until Cebu Pacific starts to compete in November this year.

In an apparent direct competition to SeAir and Asian Spirit, Philippine Airlines recently spun off a low budget subsidiary named PAL Express using small turbo-prop planes to service small islands already being served by the two earlier named airlines.
According to PAL Express Official website, the newest budget carrier on the block operates "nine turbo-propeller aircraft – three Bombardier Q300s and six Bombardier Q400s – manufactured by Bombardier Aerospace of Canada."
Tutubi saw an actual airplane of PAL Express but wasn't fast enough to get his camera inside the camera bag before it disappered in sight and later obstructed by a Cebu Pacific A320. A picture of DH4 is available here while a DH3 picture can be found here or from PAL Express' official website.
DH4 is the code designator for the Bombardier Q400, a Dash 8 variant while DH3 is for Bombardier Q300. DH3 has 50 seating capacity while DH4 can seat 76 passengers. De Havilland Canada DHC-8 Dash 8-400

Cebu Pacific Flights to Caticlan Airport(Boracay)

Cebu Pacific's new direct flights from Manila to Caticlan and Cebu to Caticlan is now live. From Caticlan, the world famous beaches of Boracay is just a short boat ride away.
Last December, Tutubi availed of the famous Piso Fare of Cebu Pacific to get low cost, short travel time to Boracay Island. He came to explore Boracay Island's hidden wonders the usual visitors of the Philippines' most famous tourist destination don't get to see.

The spanking new ATR 72-500 aircraft still smelled like it has just been taken out of the factory. Arranged with 19 rows and 4 columns, passengers were made to occupy front, middle and back rows to stabilize the aircraft. Stabilization also includes weighing of passengers with their carry-on baggage (this is similar to Tutubi's SeaAir flight to Busuanga in 2004). Passengers were requested to deplane by rows starting at the back rows, still, for plane stabilization purpose.
The best part of the flight, Tutubi's favorite, were the in-flight games where the cabin crew asked trivia questions from passengers and gave away nice shoe bags courtesy of Sun Cellular. It's unprecedented that Tutubi was able to win two shoe bags; one for each flight of his round-trip ticket!
This will be the first of a series of the wandering Tutubi's Budget Boracay with a Blast and also the first field assignment of his new Nikon D80 camera with Nikon 18-200 VR lens :P

Cebu Pacific Hidden Charges, Taxes, Excess Baggage and other Information
Once again, Cebu Pacific is offering their famous P1 domestic seat sale for cheapest domestic airline travel fare in the Philippines. Tutubi gathered these information on hidden charges, taxes and other information based on his own personal experience and others available on the Internet including Cebu Pacific official website.
P1 fare, popularly called Piso fare offers only 1P for selected domestic destinations at some given time usually with a limited sale period of a few days covering a "flying time window" of a few months. P1 are the cheapest flights in the Philippines for domestic travelers (next is the seasonal P8 fare for domestic and P888 for international flights). Cebu Pacific announces its availability in their mailing list and gets posted quickly on forums and blogs. The best way to get one is to quickly browse Cebu Pacific's website once they announced one then perform a mock flight booking transaction.
Go Fares are Cebu Pacific’s starting fare for each destination, offered all year-round, in contrast with P1 fare that are promo prices offered at certain times by Cebu Pacific management. Go fares go up as the date of departure nears. Be wary also of Cebu Pacific "hidden" charges with examples below:
Manila to Hong Kong roundtrip (Go Fare) is PhP8,500 inclusive of Philippine Travel Tax (PhP1620.00) and Hong Kong Travel Tax (HK$120)
Manila to Singapore round trip for P1 fare is PhP 5,148
P1 promo fare Manila to Caticlan is around PhP3,700.00 round trip
P1 fare to Bohol: PhP 1,800 for a round trip ticket
P1 fare to Dumaguete: PhP 2,200 for a round trip ticket
So that makes P1 plus taxes and surcharges for estimates.
There are no on-board refreshments in Cebu Pacific flights due to being a budget carrier. Food, soda in cans and beer can bought at slightly premium prices e.g. soda in can is P50, beer at P100.
What Tutubi loves about Cebu Pacific are in-flight games to entertain passengers where flight attendants will ask passengers certain questions to answer or require them to show something to win various prizes.
In case of loss, or damaged baggage, Baggage Settlement liability domestic travel, the limit is approximately PhP 40 per kilogram for checked-in baggage. For international flights, the liability limit is around US$20/kilogram for checked-in luggage.
For check-in luggage, Cebu Pacific's allowance is 15 kilograms per passenger for Airbus airplanes and 10 kigs for ATR aircraft, domestic and international flights (with exceptions, so better check with Cebu Pacific or as stated in your e-ticket)
In case of excess baggage/over-baggage (common to Filipinos with tons of pasalubong)
PhP 100/kg for domestic flights. Excess baggage charges vary for international destination, contact the Cebu Pacific hotline for details.

P1 fare, popularly called Piso fare offers only 1P for selected domestic destinations at some given time usually with a limited sale period of a few days covering a "flying time window" of a few months. P1 are the cheapest flights in the Philippines for domestic travelers (next is the seasonal P8 fare for domestic and P888 for international flights). Cebu Pacific announces its availability in their mailing list and gets posted quickly on forums and blogs. The best way to get one is to quickly browse Cebu Pacific's website once they announced one then perform a mock flight booking transaction.
Go Fares are Cebu Pacific’s starting fare for each destination, offered all year-round, in contrast with P1 fare that are promo prices offered at certain times by Cebu Pacific management. Go fares go up as the date of departure nears. Be wary also of Cebu Pacific "hidden" charges with examples below:
Manila to Hong Kong roundtrip (Go Fare) is PhP8,500 inclusive of Philippine Travel Tax (PhP1620.00) and Hong Kong Travel Tax (HK$120)
Manila to Singapore round trip for P1 fare is PhP 5,148
P1 promo fare Manila to Caticlan is around PhP3,700.00 round trip
P1 fare to Bohol: PhP 1,800 for a round trip ticket
P1 fare to Dumaguete: PhP 2,200 for a round trip ticket
So that makes P1 plus taxes and surcharges for estimates.
There are no on-board refreshments in Cebu Pacific flights due to being a budget carrier. Food, soda in cans and beer can bought at slightly premium prices e.g. soda in can is P50, beer at P100.
What Tutubi loves about Cebu Pacific are in-flight games to entertain passengers where flight attendants will ask passengers certain questions to answer or require them to show something to win various prizes.
In case of loss, or damaged baggage, Baggage Settlement liability domestic travel, the limit is approximately PhP 40 per kilogram for checked-in baggage. For international flights, the liability limit is around US$20/kilogram for checked-in luggage.
For check-in luggage, Cebu Pacific's allowance is 15 kilograms per passenger for Airbus airplanes and 10 kigs for ATR aircraft, domestic and international flights (with exceptions, so better check with Cebu Pacific or as stated in your e-ticket)
In case of excess baggage/over-baggage (common to Filipinos with tons of pasalubong)

Tutubi only flew with Seair twice on a round-trip ticket to Busuanga, the gateway to Coron, Northern Palawan and has these observations about the pros and cons of Seair:
Seair flights are not for the faint-of-heart for you can feel the small plane's banking in your stomach.
With the use of small aircraft, they're the only ones flying direct to Caticlan and Batanes airports but also the first ones to cancel flights during strong winds and typhoons
Seair's free baggage allowance is limited and sometimes too much excess baggage charges and baggage allowance limitations
At a flight altitude of about 10,000 feet, you can see much more magnificent views below than in a jumbo jet cruising at 33000 feet or higher.

Section 4 - Free Baggage Allowance
1. Customers traveling on SEAIR are allowed one (1) piece of checked baggage plus one (1) carry-on bag free of charge provided they meet size and weight limitations. The maximum weight per checked bag is 10 kilos and the maximum size is 59 inches (length + width + height). Certain items, such as skis and golf bag, will be accepted as one item under the free baggage allowance.
2. Military Personnel may check one (1) Duffle Bag or Sea Bag in place of a 59 inch bag.

Section 6 - Overweight Baggage
Checked baggage weighing from 21 to 40 pounds will accepted as checked baggage subject to an excess weight charge of Php 500.00 per piece and baggage that weighs 41 to 50 kilos will be accepted subject to an excess weight charge of $1,000.00 per piece. Baggage in excess of 50 kilos will not be accepted.
Section 7 - Oversize Baggage
Checked baggage with overall dimensions from 60 inches to 80 inches will be assessed a per piece charge of Php 500.00. Baggage in excess of 80 inches will not be accepted.
Section 8 - Special items such as bicycles, surfboards, and scuba equipment are not included in a passenger's free checked baggage allowance and are subject to a Php500.00 charge.
Section 9 - Wheelchairs and assistive devices will be carried free of charge for qualified disabled passengers, and are not included in the free checked baggage allowance described above.
Section 10 - Carry-On Baggage
1. The suitability of carry-on baggage will be determined by SEAIR. Each passenger may carry on, without charge, one (1) bag totaling no more than 30 inches in overall dimensions. The bag must be stowed under the seat in front of the passenger or in an approved overhead bin. Garment bags are considered one of the allotted pieces.
